Due to
1. Space allocation (lack of sufficient) online
2. Fear of screwing u production site.

Is there a way to download the site and run it locally somehow to check whether upgrade will work properly?

I'm just paranoid.

You will need a database dump and a download of your home directory.
You can host it locally using XAMPP.

You will need to run repair_settings after the move.

XAMPP has phpmyadim you can use it to restore the database dump.
